Constitution and
Preamble
|
|
This document is to serve as
the constitution of St. Joseph’s Student Council, and is to be used as a
guideline for the St. Joseph’s School Student Council.
|
|
Article
I-Name
The name of this organization
shall be the St. Joseph’s School Student Council hereinafter referred to as
the Student Council.
|
|
|
|
Article
II-Purpose of the Student Council
The Student
Council is established to:
A. Represent the
interests of the student body.
B. Provide a
communication link between the students and the faculty.
C. Operate as a
service organization for the school and the community.

|
|
Article III-The
Executive Council
The Executive
Council shall be comprised of the following officers:
A. President
B. Vice-President
C. Recorder
D. Correspondent
E. Treasurer

|
|
|
Article IV-Other
Members
The remaining
members of the Student Council shall be as follows:
A. Two
representatives from each classroom in grades 6, 5, 4, and 3.
B. After Christmas
break, two representatives from each classroom in grade 2.

|
Article
V-Description of Duties
A. President- calls
and chairs all general, executive, and committee meetings. He/she may ask
any disruptive person to leave the meeting. The President is a member of all
committees and is expected to attend all meetings.
B. Vice-President-
chairs all meetings in the President’s absence. The Vice-President directs
all the fund-raising activities and other special events.
C. Recorder-keeps
track of all minutes of meetings, distributes copies to the appropriate
persons, and keeps attendance records. The Recorder notifies the President
when a member is absent three times from any meetings.

Article
VI-Meetings
A. General meetings
are held on Tuesdays when there is not an early dismissal.
B. All Officers and
Representatives are to attend general meetings.
C. Executive Council
meetings may be called by any one of the Officers, and are scheduled by the
President.
D.
All Officers are to be present at the Executive Council meetings.

Article
VII-Voting Procedures
A. Any student
council member may present a motion or call for a vote.

E. In case of a tie
vote, the topic is open for discussion and a possible re-vote.

Article
VIII-Amendment Procedures
A. An amendment
to this Constitution may be presented by any of the Officers.
B. A
two-thirds majority of the Student Council is necessary to pass an
amendment.

Article
IX-Elections
A.
Elections for the Executive Council are to be held toward the end of the
school year. The term of office is the entire following school year.
B.
Elections for representatives are held within the first two weeks of the new
school year. The term of office is from the day elected to the end of the
school year.
C. The faculty advisors coordinate
the elections. There should be a primary election and a general election.
Candidates should be given an opportunity to speak at least one time to the
voting body.
D.
Voting should be done as close in time as possible to the speeches.

Article
X-Eligibility to Serve
A. Candidates must
have the permission of homeroom teacher, parents, and the recommendation of
one other teacher in order to run for office.
B.
All officers and representatives must maintain an 86 average with no F’s
and no more than one D in a grading period.

|
Article
XI-Vacancies
A.
If there is a vacancy on the Executive Council, the position shall be filled
by one of the 6th grade representatives. The advisors will make
this appointment with concurrence by the principal.
B.
Vacancies among the representatives will be filled by special classroom
elections.
